Two Procurement Rules Added to White House Regulatory Priorities

The White House signaled a push for new rules affecting federal contractors in its semiannual regulatory agenda.

Proposed changes to the Federal Acquisition Regulation would implement the 2022 law aimed at preventing organizational conflicts of interest in federal acquisition (Public Law 117-324) and address the small-business vendor base.

Implementation of the conflicts of interest law requires updates to the FAR, including definitions, guidance, and examples. New solicitation provisions and contract clauses will be required to avoid or mitigate conflicts of interest.
