The U.S. Air Force reasonably awarded Survice Engineering Co. LLC a $99 million maximum value research services contract despite Quanterion Solutions Inc.'s protest challenging the agency’s transition plan evaluation, the U.S. Court of Federal Claims said.
Quanterion didn’t show that the agency violated solicitation terms in its evaluation of Survice’s transition approach, which concernd efforts to combine three incumbent contracts into one successor contract, Judge Margaret M. Sweeney said in a decision released Thursday.
Assuming the solicitation was ambiguous regarding the transition plan, the ambiguity was patent, and should have been challenged before the award decision, the court said.
