STS International Inc. can retain a nearly $21 million contract to provide combat field service team equipment services to the US Army, the GAO said in a decision released Monday.
Protester and incumbent contractor ICF Inc. LLC argued that the agency’s price realism evaluation was flawed because it didn’t properly consider how STS’s prices were too low to attract and retain workers.
But the request for proposals required the agency to review prices in connection with the question of a contractor’s responsibility, not a contractor’s technical understanding of requirements, the Government Accountability Office said.
