Stevens Aerospace & Defense Systems LLC says the US Air Force committed several errors before awarding Borsight Inc. a $2.2 billion maximum value avionics contract, such as conducting a flawed past performance evaluation.
Stevens would’ve won the contract but for the Air Force’s multiple evaluation errors, improper unequal treatment, and irrational best-value determination, it told the US Court of Federal Claims in a redacted complaint made public Nov. 7. The court should direct the Air Force to select Stevens, or re-evaluate its proposal and make a new award decision, Stevens said.
