Solute Inc. can move forward with a $103 million systems engineering and systems networking services contract from the US Navy even though a protester identified a past performance evaluation error, the US Court of Federal Claims said.
Noblis showed the Navy improperly relied on the past performance of Solute’s parent company, Sigma Defense Systems LLC, before giving Solute a “substantial confidence” rating. But Noblis waived entitlement to relief that would halt the contract because it didn’t specifically ask for an injunction, Chief Judge Matthew H. Solomson said in an opinion made public Wednesday.
