Solar for All Grant Termination Was Unlawful, Says Complaint (1)

The US Environmental Protection Agency unlawfully terminated a $62 million Solar for All grant to the Nebraska-based Center for Rural Affairs when the agency ended the $7 billion program in August 2025, according to a new complaint.

The parties’ grant agreement allowed the Environmental Protection Agency to terminate the agreement only for waste, fraud, or abuse, or material misrepresentation of eligibility status, but the agency didn’t demonstrate any such misconduct, the center told the US Court of Federal Claims in a complaint.
