Horizon Strategies LLC lost its protest of the US Army’s award of a $244 million contract to SilverStar Consulting Inc. to support a life transition program for soldiers retiring or transitioning from active duty to civilian life.
Horizon didn’t show that the Army improperly assigned strengths to SilverStar’s bid under the technical evaluation, the Government Accountability Office said in a decision released Friday.
The Army reasonably concluded that SilverStar would retain personnel in hard-to-fill areas. Horizon’s objections reflect disagreement with the agency’s conclusions, not that the conclusions were improper, the GAO said.
