Security Firm Succeeds in Protest of $1.1 Billion Army Award

Continuity Global Solutions LLC showed that the US Army improperly awarded Pond Security Services GmbH a $1.1 billion security services contract to be performed in Germany, which is now vacated, the US Court of Federal Claims said.

The Army erroneously evaluated Continuity Global’s bid under the past performance factor by relying on unstated evaluation criteria, Judge Eric G. Bruggink said in an opinion made public April 11. The court granted Continuity Global’s motion for judgment on the administrative record.

The Army must re-evaluate the two companies’ proposals and make a new award decision, Bruggink said.
