SAIC Wins Protest of Noble’s $1 Billion Defense Logistics Award

Science Applications International Corp. showed that the Defense Logistics Agency conducted flawed discussions before awarding Noble Sales Co. a $1 billion contract for abrasives and hardware like nuts, bolts, and washers, the GAO said in a decision released Friday.

The record shows that the agency found SAIC’s prices to be unreasonably high throughout the procurement but never advised SAIC during discussions, the Government Accountability Office said.

SAIC “effectively was eliminated"from the competition without being advised of the pricing issue because the agency couldn’t properly make an award at what it deemed to be an unreasonably high price, the GAO said. ...
