McLaughlin Research Corp. lost its protest of PURVIS Systems Inc.'s $49 million task order to support the US Navy’s torpedo program and related systems, the GAO said in a decision released Thursday.
McLaughlin failed to show that it should have received a higher rating under a personnel subfactor, and that the Navy unreasonably downgraded the value of its approach, the Government Accountability Office said.
An agency’s judgment that the features in a proposal don’t significantly exceed solicitation requirements is a matter within the agency’s discretion, the GAO said.
