ACI Technologies Inc. lost its appeal challenging the US Navy’s award of a $10 million contract to Penn State University to operate an electronics manufacturing center.
The US Court of Appeals for the Federal Circuit on Sept. 8—in a nonprecedential judgment—upheld a lower court’s rejection of ACI’s bid protest.
Penn State received the contract in August 2021.
After an unsuccessful challenge at the Government Accountability Office, ACI protested at the US Court of Federal Claims.
