Oracle Shows ‘Restrictive’ Flaws in Cloud Services Procurement

Mythics Inc. and Oracle America Inc. demonstrated that the Library of Congress’s procurement for cloud computing services, worth about $150 million, is unduly restrictive for seeking only Amazon, Google, and Microsoft products, the GAO said.

The agency should allow bidders to respond to a revised solicitation or it should execute the necessary documentation to support the product restrictions, the Government Accountability Office said in a decision released Wednesday.

Agencies may use brand-name-or-equal specifications in procurements, but the agency failed to publish a Justification and Approval required for the restrictions, the GAO said.
