NYC Firm Withstands G4S’s Protest of $277 Million Border Award

New York City-based ISS Action Inc. will perform a $277 million blanket purchase agreement to provide transportation and security guard services for U.S. Customs and Border Protection along the U.S.'s southwest border, the U.S. Court of Federal Claims said in a one-page judgment.

Incumbent contractor G4S Secure Solutions (USA) unsuccessfully protested the award.

G4S, which said it has provided the services for the last 13 years, argued that the agency’s improper actions resulted in an award to a contractor “with no experience” in providing the required services.

G4S also said the agency conducted a flawed pricing evaluation and treated the companies unequally in a question-and-answer session.

ISS Action responded by saying the award was consistent with solicitation requirements and the agency reasonably assigned its bid a “high confidence” rating for past performance.

ISS Action will be tasked with escort, guard, and transport services for foreign nationals in agency custody.

G4S has been performing the services under an extension while the protest was pending.
