A copywriting company failed to show that was it unfairly denied a contract under the National Oceanic and Atmospheric Administration’s procurement for professional, technical, scientific services worth up to $8 billion, the GAO said in a decision released Tuesday.
The agency’s “low confidence” rating of FedWriters Inc.'s tehnical experience was reasonable because the company’s bid failed to adequately substantiate the experience it claimed, the Government Accountability Office said.
The solicitation clearly directed bidders to provide sufficient information for the agency to make reasonable assessments regarding the extent to which a bidder understood performance requirements, the GAO said.
