The Maryland-based small business, PCG-SMX JV LLC can perform a $869 million IT enterprise engineering contract for the US Navy after a rival bidder didn’t demonstrate its unfair elimination from the competition.
The Navy reasonably cut protester C4CJV LLC because one of the protester’s subcontractors didn’t provide a “cost workbook,” as required by the solicitation, the US Government Accountability Office said in a decision released Thursday.
A failure to conform to a material solicitation requirement will result the agency finding a bid unacceptable, the GAO said.
