Navy Properly Chose IT Contractor Offering 40 Percent Savings

Open SAN Consulting will perform a $44 million IT support services contract for the National Defense University, a military education institution, the Court of Federal Claims said.

Protester Synaptek Inc. couldn’t show that the Navy, the procuring agency, erred in selecting Open SAN’s lower-priced, lower-rated bid, Judge Eric G. Bruggink said.

Synaptek’s $62 million bid was 40 percent higher than Open SAN’s bid.

The Navy reasonably decided that Open SAN’s multiple strengths, few weaknesses, and preferable price were worth the moderate risk involved with passing on Synaptek’s technically superior bid, the court said.
