Summit Technologies & Solutions Inc. is cleared to perform a contract to protect NASA’s intellectual property and facilitate transfer agreements because a rival bidder lacked standing to protest, the US Court of Federal Claims said.
Summit received a 100% HUBZone set-aside contract to support NASA’s Space Technology Mission Directorate Technology Transfer Program, which is worth up to $55 million.
Protester Acuity Edge Inc. argued that the agency engaged in unequal discussions with Summit about its organizational conflict of interest prevention plan and was required to conduct discussions with Acuity as well.
