Logistics Award OK Despite Two Bids With Same Subcontractor

Advanced Technology Logistics Inc. reasonably received a warehouse and logistics support contract from the Defense Logistics Agency despite proposing to use the same subcontractor as another bidder, the GAO said in a decision released Friday.

Protester Operations Services Inc.'s argument—that the agency erred by allowing Advanced Technology and unsuccessful bidder Lakota Solutions LLC to propose the same major subcontractor—was based on a misreading of the solicitation, the Government Accountability Office said.

Because the solicitation provided for only one award, there was no inconsistency or conflict created when the same subcontractor committed to perform with multiple bidders, the GAO said.
