Favor TechConsulting LLC failed to show that the Department of Veterans Affairs improperly awarded Liberty IT Solutions a $735 million task order for health services development, security, and operations support, the GAO said in a decision released Wednesday.
Favor, which submitted a $623 million bid, alleged that the agency erred by eliminating it from the competition after assigning its bid deficiencies in the technical evaluation.
But the VA reasonably determined that Favor didn’t provide sufficient detail in its bid for the VA to understand its approach to handling electronic health record systems, as required by the solicitation, the GAO said. ...
