Leidos Unit Says OptumServe’s $1 Billion Award Was Unfair (1)

A unit of Leidos says the US Defense Health Agency made several mistakes before awarding OptumServe Health Services Inc. a $1.1 billion military personnel health services contract.

The agency misevaluated OptumServe’s past performance by giving it credit for a bridge contract that didn’t involve the same requirements, scope, and complexities as challenged contract, QTC Medical Services told the US Court of Federal Claims in a partially redacted complaint made public Thursday.

The court should enjoin OptumServe’s performance, and order the agency to rescind the Remote Health Readiness Program 4 contract and re-evaluate proposals, QTC says. OptumServe is a subsidiary of ...
