Lamb Informatics Ltd. can proceed with a $62 million IT services call order awarded by the Administrative Office of the US Courts, the GAO said in a decision released Monday.
Protester 22nd Century Technologies Inc. argued that the agency’s best-value determination was flawed because the agency was “laser focused on price,” and didn’t actually consider proposals’ merits. The agency improperly converted the basis of the award from best-value to lowest-price, technically acceptable, 22nd Century said.
But the best-value determination was reasonable because the agency showed it considered both non-price and price factors, the Government Accountability Office said.
