KTS Solutions Keeps VA’s $3 Million Van Transportation Contract

Navarre Corp. failed to show that the Department of Veterans Affairs erred in awarding KTS Solutions Inc. a nearly $3 million contract for wheelchair van transportation services, the GAO said.

Navarre’s argument that the VA should have eliminated KTS’ bid for not satisfying past performance requirements misconstrued solicitation requirements, the Government Accountability Office said in a decision released March 12.

The solicitation didn’t require bidders to submit customer satisfaction surveys for contracts completed within the past three years, or say a bidder would be disqualified for failing to provide such information, the GAO said.
