Kropp Holdings Inc. showed that the US Department of Defense didn’t properly consider a plan to mitigate an organizational conflict of interest before awarding a contract for aviation services, the GAO said in a decision released Wednesday.
The DOD’s Defense Logistics Agency should re-evaluate contract awardee Associated Energy Group Inc.'s proposal and make a new award decision, the US Government Accountability Office said.
Kropp, the incumbent contractor, and Associated Energy submitted bids to manage the AIR Card program, which allows for the procurement of aviation fuel and ancillary ground services at commercial airports.
