KMS Solutions LLC will move forward with a $62 million task order to provide the US Navy with nuclear submarine maintenance support services, the US Government Accountability Office said.
Patrona Corp.'s protest, which alleged “that agency unreasonably evaluated protester’s technical proposal and past performance is denied where the record demonstrates that the evaluation was reasonable and consistent with the solicitation,” the GAO said.
Patrona, the incumbent contractor, raised several challenges to the Navy’s technical evaluation, including its argument that the agency failed to recognize advantages in its bid that should have earned an “Outstanding” rating instead of “Good.”
