K.O.O. Construction Inc. says the US Navy owes it about $8.2 million under a contract to build a close quarters training combat facility that was terminated for convenience of the government.
After reaching an impasse in settlement negotiations, K.O.O. filed a complaint May 5 with the US Court of Federal Claims, arguing that the Navy’s directions to perform changes and extra work delayed its performance and caused additional performance costs.
The Navy failed to provide construction water required by the contract to perform, which caused K.O.O. to experience extensive delays and disruptions to its work, the complaint says.
