Jump in GAO Protest Sustains Seems Tied to One Procurement (1)

The Government Accountability Office’s protest sustain rate increased from 13% to 31% in fiscal year 2023, but that that increase appears to stem from numerous successful challenges to one IT procurement.

The GAO in June and July sustained more than 100 protests of the National Institutes of Health’s $50 billion procurement known as Chief Information Officer-Solutions and Partners, the watchdog’s annual report to Congress says.

As a result, the GAO sustained a total of 188 protests in 2023, an increase from 59 sustained protests in 2022, according to the report, made public on Thursday.
