Jacobs Loses Protest of Sierra Lobo’s $247 Million NASA Contract

Jacobs Technology Inc. failed to show that NASA conducted an unreasonable past performance evaluation before awarding Sierra Lobo Inc. a $247 million contract, the GAO said in a decision released Friday.

The contract, known as TEST3, is for test and operations support at the Johnson Space Center’s White Sands Test Facility and other locations.

Jacobs didn’t show that NASA violated the request for proposals in its consideration of past work Sierra Lobo performed as part of a joint venture, the Government Accountability Office said.
