ITility Shows Flaws in $17.2 Million Financial Services Order

ITility LLC showed that the US Department of Homeland Security improperly awarded another bidder a $17.2 million task order for financial and program management support services, the Government Accountability Office said in a decision released Thursday.

DHS should re-evaluate proposals and perform a new best-value tradeoff analysis after having issued the award to Integrated Finance and Accounting Solutions LLC, the GAO said.

The department’s request for proposals required a qualitative assessment of employees’ education, qualifications, and experience. But the procurement record has no such assessment, the GAO said.
