Iraq Air Base Award is Tainted by ‘Pay-to-Play,’ Protester Says

Vectrus Systems LLC’s $118 million Iraq base operating support contract shouldn’t move forward because it will involve a subcontractor with connections to Iran and a history of bribing officials, Sallyport Global Services Ltd. says.

The US Air Force, which issued the award under the Foreign Military Sales program, didn’t adequately investigate the corruption involved with the subcontractor, Sallyport told the US Court of Federal Claims in a complaint made public Wednesday.

The award violates the Never Contract With the Enemy Act, which bars federal contracts from going to entities actively opposed to US forces engaged in hostilities, the complaint says. ...
