IMPSA International Keeps $48 Million Army Container Cranes Deal

The US Army properly awarded IMPSA International Inc. a $48 million contract for two ship-to-ship container cranes, the US Court of Federal Claims said.

Protester Konecranes Nuclear Equipment & Services LLC argued that the Army should should have disqualified IMPSA’s bid for not satisfying a quality management system certification requirement under the technical evaluation.

But lack of certification wasn’t a bar to award. It was “simply a fact for the Army to consider,” which it did, Judge Stephen S. Schwartz said in an opinion released Tuesday
