HomeSafe Alliance Keeps $18 Billion Pentagon Moving Contract

HomeSafe Alliance LLC will perform a nearly $18 billion contract to provide relocation services for Department of Defense and Coast Guard personnel, after it defeated a challenge by competitor American Roll-On Roll-Off Carrier Group, the GAO said in a decision released Monday.

American Roll-On, which initially won the contract, didn’t show that the U.S. Transportation Command failed to properly consider national security risks—known as foreign ownership, control or influence (FOCI)— posed by HomeSafe’s ownership structure. HomeSafe is a joint venture of KBR Services LLC and Tier One Relocation LLC.
