Hensel Phelps Protests Union Requirement in NASA Procurement

Hensel Phelps Construction Co. is the latest company to challenge a requirement for federal contractors to reach project labor agreements with unions to win contracts.

The engineering and construction company urged the US Court of Federal Claims to stop NASA from requiring an offeror or awardee to enter into a PLA for the contract solicitation of a new facility in Alabama, according to a complaint made public Tuesday.
