Health Net Unable to Add to Record in $65 Billion DOD Protest

Health Net Federal Services LLC lost its bid for more information in its protest of TriWest Healthcare Alliance Corp.'s award of a $65 billion managed healthcare support services contract from the Defense Department’s Defense Health Agency.

Health Net sought to supplement the administrative record in support of its claim that TriWest made material misrepresentations before winning the contract.

But supplementation is unnecessary because the agency considered the issues raised by Health Net during a corrective action in the procurement, Judge Ryan T. Holte of the US Court of Federal Claims said in a Sept. 29 order.
