Federal Information Systems Inc. won its protest of Halvik Corp.'s nearly $82 million cybersecurity services task order awarded by US Special Operations Command, the GAO said in a decision released Thursday.
The agency should re-evalute Halvik’s bid consistent with the terms of its solicitation, the Government Accountability Office said. Doing so may require reopening discussions among competitors, seeking revised bids, and making a new award decision, it said.
Federal Information Systems showed that the agency failed to reasonably evaluate Halvik’s proposed labor categories under the technical factor in the evaluation, the GAO said.
