Haiti Contracts Manager Bid Properly Tossed by State Department

An applicant to be a contracting officer representative in Haiti for the U.S. State Department failed to show that the department improperly passed on his selection for lacking an active certification, the GAO said in a decision released Friday.

Davos V. Francois submitted an application to be the COR providing administration services in support of multiple contracts for the department’s Bureau of International Narcotics and Law Enforcement Affairs at the U.S. embassy in Port-au-Prince worth around $5 million.

The department placed Francois in a competitive range comprised of the four most qualified applications but didn’t ultimately select him.
