The US General Services Administration improperly allowed the winner of a drug warehousing and storage contract to proceed with performance after a rival company protested, an appeals court affirmed.
The US Court of Federal Claims correctly found that GSA irrationally overrode an automatic stay that had stopped Integrated Quality Solutions LLC from moving forward with the $236 million contract under challenge by Life Science Logistics LLC, Judge Leonard P. Stark of the US Court of Appeals for the Federal Circuit said in a Wednesday opinion.
