Global Patent Solutions showed that the US Patent and Trademark Office improperly awarded CPA Global Inc. a $267.4 million contract for patent application review services, the GAO said in a decision released Wednesday.
CPA’s proposal didn’t comply with the solicitation’s mandatory requirement that an awardee have at least 10% of its subcontractors be small businesses, the Government Accountability Office said.
The agency should therefore make a new award decision and terminate CPA’s award for the convenience of the government if CPA isn’t selected, the GAO said.
