Geo Owl LLC failed to show that the Special Operations Command improperly evaluated an alleged organizational conflict of interest before awarding Quiet Professionals LLC a $34 million contract for socio-cultural analysis services, the GAO said in a decision released Thursday.
Geo Owl argued that that Quiet Professionals’ alleged hiring of a former agency contracting officer, and the advantage the official could provide, wasn’t properly considered.
The agency reasonably determined there was no conflict because the official worked in a separate contracting division at the agency that specializes in IT procurements, the Government Accountability Office said.
