General Dynamics Sole Source Award Justified by Time Constraints

Trace Systems Inc. didn’t have standing to protest a sole source communications contract issued to General Dynamics Information Technology Inc. after a defense agency canceled a procurement.

Trace initially won a $600 million contract under the Communications Technical Support Services IV procurement in September 2021. The Defense Information Systems Agency canceled that award and the procurement, and issued a sole source bridge contract to incumbent contractor General Dynamics to run through September 2023.
