Ginn Group Inc. failed to show that the U.S. Navy unreasonably reviewed recycling services proposals before awarding Government Contracting Resources Inc. a $55 million contract for base operations support services at Florida facilities, the U.S. Court of Federal Claims said.
The request for proposals didn’t clearly require disqualifying or downgrading GCR’s bid for not planning to recycle white paper and aluminum cans the way Ginn proposed, Judge David A. Tapp said in an opinion released Tuesday.
