Gritter Francona Inc. failed to demonstrate that the Defense Health Agency conducted an improper technical evaluation before awarding GC Associates LLC a $26 million program management support contract, the GAO said in a decision released Monday.
The agency reasonably determined that Gritter Francona’s technical proposal met but didn’t materially exceed requirements in the request for proposals, the Government Accountability Office said.
The GAO also dismissed as untimely Gritter Francona’s argument that the agency’s source selection authority improperly assigned GC Associates a “neutral confidence” past performance rating after the source selection evaluation board issued a “limited confidence” rating.
