Flawed Change to Eligibility Upends $947 Million Procurement

The National Geospatial-Intelligence Agency’s $947 million management support services procurement, called Clover, can no longer include a change that helped several initial awardees keep their contracts, the US Court of Federal Claims said.

Zolon PCS II protested at the Government Accountability Office after the agency made contract awards to five companies in 2023. Zolon argued in part that several awardees were ineligible for the awards based on their failure to comply with requirement that they be continuously registered in the System for Award Management.
