The former president and CEO of a Whittier, Calif., medical clinic has pleaded guilty to nine counts of health-care fraud and two counts of aggravated identity theft, according to the Justice Department on Friday.
Vincenzo Rubino, founder, owner, and operator of Santa Maria’s Children and Family Center, submitted nearly $5 million in fraudulent claims to the Family PACT program for services that were never provided.
To submit the claims, he used the names of two medical service providers that had no contact with the patients, and were not employed at Santa Maria’s at the time, said the agency.
