Evergreen JV Shows Errors in $2 Billion Engineering Procurement

The Air Force was wrong to eliminate Evergreen JV from an engineering services procurement worth up to $2 billion because the agency didn’t properly assess the company’s past experience, the GAO said.

The Air Force should re-evaluate statements of qualification and make a new selection of eligible offerors, the Government Accountability Office said in a decision released Tuesday.

The agency didn’t consider the quality of instances where Evergreen JV demonstrated experience with past projects as required by the solicitation, the GAO said.
