The U.S. Army Materiel Command reasonably awarded Envision Innovative Solutions Inc. a $65 million task order for engineering and technical support services, the GAO said in a decision released Thursday.
Protester QED Systems LLC asserted that it was improperly disqualified from the procurement for submitting a bid without certain subcontractor pricing information, and that the agency could have still reviewed the bid.
But eliminating QED was consistent with terms of the solicitation, which allowed the Army to reject a noncompliant bid, the Government Accountability Office said.
