EMCOR Government Services Inc. will perform a nearly $62 million blanket purchase agreement awarded by the General Services Administration for facilities maintenance and management services in Washington despite a challenge by Trademasters Service Inc., the GAO said in a decision released Monday.
Trademasters claimed that EMCOR’s bid was so low that successful performance wasn’t realistic, but the GSA’s solicitation didn’t require a price realism analysis, the Government Accountability Office said.
Trademasters showed that the agency conducted discussions with EMCOR and an unidentified bidder that allowed them to improve technical and pricing aspects of their bids, the GAO said.
