ELB Services Gets Agency to Reconsider $600 Million Contract Bid

The Small Business Administration’s Office of Hearings and Appeals must reconsider whether ELB Services LLC is eligible to perform a $600 million maximum value contract for the US Air Force, known as Mission Planning Support Contract IV, the US Court of Federal Claims said.

ELB Services is a mentor-protégé joint venture comprised of E.L. Blake Corporation, a certified service-disabled veteran-owned small business, and its SBA-approved mentor, Summit Technologies Inc. ELB Services initially won the contract, and subsequetly protested at the court after OHA determined that the company isn’t an SDVOSB as required by the Air Force’s solicitation.
