EFS Ebrex Keeps Food Distribution Contracts Worth $47 Million

The Defense Logistics Agency reasonably awarded EFS Ebrex Sarl two contracts worth $47 million for food distribution to the Department of Defense and other authorized government customers despite a protest by Theodor Wille Intertrade GmbH, the GAO said.

The contract to provide services in the Southern Europe/Northern Africa zone is worth $31 million; the contract to provide services to Naval Forces ships in Europe and Africa is worth $16 million.

Theodor Wille argued that it unfairly received an “acceptable” experience rating because the agency misread its proposal and found discrepancies about dollar amounts in past contracts.
