DynCorp Keeps Afghanistan Contract Despite Raytheon Challenge

DynCorp International LLC will perform a $298 million contract to provide security assistance training and advice to Afghanistan security institutions on behalf of the U.S. Army, the GAO said.

Protester Raytheon Co., which submitted a $499 million bid, couldn’t show that the Army improperly failed to perform a price realism analysis before selecting DynCorp, the Government Accountability Office said in a decision released Feb. 7.

The solicitation didn’t demand such an analysis, which involves an examination of whether a low bid price reflects a lack of technical understanding, the GAO said.
