DRS Network & Imaging Systems LLC can move forward with a $157 million contract to provide the US Army Material Command with fire control systems for mortars and fielding activity, the GAO said in a decision released Monday.
Protester Miltope Corp., which submitted a $121 million offer, failed to show that the Army’s best-value tradeoff analysis was flawed, the Government Accountability Office said.
An agency has considerable discretion to select a higher-rated offeror for a higher price when a solicitation emphasizes the importance of non-price factors, the GAO said.
